Well, I think the fake money should be ready for these kind of situations; every country should have a nice reserve of "official fake money" to use it here. Maybe they already have it. Of course we'll never know; if we knew, terrorists would know as well, and they would be less likely to ask for money knowing that they'll get the fake one.
As for the death penalty, yeah, sadly not all countries give terrorists what they deserve.
